Slæ̈rn Pá-tic (/pə˞/ /tic/ [salt] [military]) is a subtropical City located in the Sluptprond Principality of the Koiapi.

The name Slæ̈rn Pá-tic is derived from the Sylvin language, as Slæ̈rn Pá-tic was founded by Guddunk, who was culturaly Gnoll.

Climate

Slæ̈rn Pá-tic has a yearly average temperature of 4°C (39°F), with its average temperature during the summer being an icy 23°C (73°F) and its average temperature during the winter being a freezing -15°C (5°F). Slæ̈rn Pá-tic receives an average of 211 cm/y (83 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Slæ̈rn Pá-tic covers an area of nearly 36 km2 (14 mi2), and an average elevation of 5096 m (16719 ft) above sea level.

Overview

Slæ̈rn Pá-tic was founded durring the late 15th century in winter of the year 1382, by Guddunk. The establishment of Slæ̈rn Pá-tic was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Slæ̈rn Pá-tic's construction back out of the project. Guddunk pushed on reguardles, and Slæ̈rn Pá-tic was finished, but starts off as a terible place to live.

Slæ̈rn Pá-tic was built using the conventions of Gnoll durring the late 15th century. Naturaly, all settlmentss have their own look to them, and Slæ̈rn Pá-tic is no diffrent. The city's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Slæ̈rn Pá-tic is buildings are arranged arround a single narrow cobblestone mainstreet with many smaller streets branching off of it which gives the city a over all rectangular shape, albit one warped and twisted by the nature of the curves of the main road. The city resides behind a palisade wall complete with battlments, a moat, and timber gatehouses with drawbridges. The city's robustly designed timber walls are visibly old, but also obviously well maintained. Its likly the local malishia or garrison are tasked with routine mantance of the city's defences.

Slæ̈rn Pá-tic has the unmistakable air of a city on its last legs. Everything is a bit slipshod and ramshackle. Everyone is at work, or drinking. No one has anything in their eyes other than fear and despair. Whatever industry once fueled Slæ̈rn Pá-tic ’s existence has dried up and the city is drifting down the stream of history as it dries up.

Civic Infrastructure

Slæ̈rn Pá-tic has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.

Slæ̈rn Pá-tic has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Slæ̈rn Pá-tic. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Slæ̈rn Pá-tic's parks.

Slæ̈rn Pá-tic has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Slæ̈rn Pá-tic.

Slæ̈rn Pá-tic has a government-funded child care program, overseen by the local Department of Nursemaids, which is responsible for providing childcare to working-class citizens according to local ordinances.

Slæ̈rn Pá-tic has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Slæ̈rn Pá-tic has a Guild of Nurses, which is tasked with caring for the elderly and infirm in accordance with local ordinances, religious values, and customs.

Slæ̈rn Pá-tic has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.

Slæ̈rn Pá-tic has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Slæ̈rn Pá-tic has a Hall of Slayers, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Slæ̈rn Pá-tic has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Slæ̈rn Pá-tic's public wards, blessings, and other arcane systems.

Slæ̈rn Pá-tic has an Arts Academy which provides higher education in many fields including math, language arts, philosophy, engineering, and other such disciplines.

Slæ̈rn Pá-tic possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the City. Slæ̈rn Pá-tic's grid is powered by a boiler and turbine based power plant.

Slæ̈rn Pá-tic's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.

Slæ̈rn Pá-tic has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Slæ̈rn Pá-tic's natural decorations nor waterways.

Slæ̈rn Pá-tic has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.

Slæ̈rn Pá-tic has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Slæ̈rn Pá-tic has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

The locals have cut a deal with some unspeakable entity, trading some form of tribute (benign of horrific) in exchange for the being’s forbearance or assistance. Outsiders may be ignorant of the bargain, or they may know that the community is in thrall but be too fearful of its master to take action against them. The creature likely serves as a protector as well as a tyrant, so the locals may be content with the deal even if it doesn’t offer any further inducement or aid.

Slæ̈rn Pá-tic's bank was built using a different architectural style from the rest of the town. The style used is characterized by vertical proportions, pointed arches, external buttressing, and asymmetry in the general shape of its buildings. The decorative features of the style were key, consisting of large arched windows, pointed arches, vaulted ceilings, flying buttresses, and sculptures integrated into the structure itself. Occasionally, for very important buildings, an array of sculptures or one colossal sculpture might replace the entirety of the entrance to said building.

In Slæ̈rn Pá-tic there are no smells.

The Forgotten One near Slæ̈rn Pá-tic are known to be a mutant strain of the creature.

Slæ̈rn Pá-tic's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves reenactments to channel Illusion energies of tier 3 via guttural bellowing.
